Executive Order 4

Strength Executive Power

Signed on 8 September 2021

To declare a continuity emergency, to re-establish the position of the Prime Minister, to establish protocols on maintaining the continuous operation of the Republic, and to effect changes on the executive branch.

Accordingly, it is hereby ordered as follows:

Section 1: Declaration of Continuity Emergency

  1. A Continuity Emergency, referred to in Section 1 Clause 2 of Executive Order 2, is hereby declared, and to be ended after 7 days.

  2. Tier 3 Alert State, referred to in Section 2 Clause 2 of Executive Order 2, is hereby declared, and to be ended after 7 days.

Section 2: Prime Minister

  1. The Prime Minister of the Republic of Aurora shall be the head of all internal affairs of the Republic, accountable to the citizens of the Republic of Aurora.

  2. The Prime Minister shall be elected by citizens.

  3. The Prime Minister shall be a member of the National Security Council.

  4. In the event of a vacancy in the position of the Prime Minister, the President may appoint a citizen to perform the duties and exercise the authorities of the Prime Minister. Their duty shall cease after the new Prime Minister is duly elected.

  5. In case of the death or resignation of the President, the Prime Minister shall become President.

  6. Whenever the President transmits to the President of the Collective Council his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to the President of the Collective Council a written declaration to the contrary, such powers and duties shall be discharged by the Prime Minister as Acting President.

  7. Whenever the Prime Minister and a majority of the National Security Council transmit to the President of the Collective Council their written declaration that the President is unable to discharge the powers and duties of his office, the Prime Minister shall immediately assume the powers and duties of the office as Acting President. When the President transmits to the President of the Collective Council his written declaration that no inability exists, he shall resume the powers and duties of his office, unless the National Security Council determines by absolute majority that the President is unable to discharge the powers and duties of his office. In such case, the Prime Minister shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

  8. The President may appoint a citizen to become Acting President regardless of the line of succession. Their duty shall last no longer than 7 days from the appointment of the President. The President in Council may extend the period for no longer than 14 days.

Section 3: Executive Branch

  1. A list of National Security Council members is enlisted in the Appendix.

  2. Any changes in the positions of the National Security Council shall be publicly announced.
